With over 19 years of experience as a police lieutenant at the Chesapeake Police Department, they have specialized in critical incident management and community relations. James holds a master's degree in criminal justice with a focus on critical incident management and has served as an adjunct professor at Chowan University and Saint Leo University for over eight years, teaching courses on criminal justice and public safety. An Army combat veteran, they are passionate about promoting justice and equity while fostering a culture of learning and collaboration.
