Sergey S. Chapkey

Sergey S. Chapkey is an e-government expert with nearly 30 years of experience in law, criminal justice, public administration, court management and software engineering, including 10 years as a public prosecutor and over 20 years as an international consultant. He has directed development teams on nearly 50 e-government projects in twenty two countries funded by U.S. and UK Governments, European Commission, World Bank, United Nations, COMESA, CARICOM, EAC and national governments. He has law degree (J.D.), Master’s degree in Public Administration and is a Software Engineering Management Certified Professional.
