Richard Chen serves as the vice president and managing director for the APAC region of Dover Fueling Solutions (DFS) and has been actively involved in the downstream petroleum industry since 1992. In addition to experience covering South America, the Middle East and Africa, Richard has been focused on the Asia Pacific region since 2002 when he started his role as managing director of OPW Fueling Components Asia Pacific.
Since this time, Richard has witnessed and been an instigator of significant change within the petroleum retail industry. With an understanding of regional customers’ unique situations, Richard has been a pioneer in terms of establishing manufacturing footprints within the Asia Pacific region (China, India, and Malaysia) for Dover to cater to these drivers. More importantly, Richard has had great exposure to the rise of regulation and environmental protection strategies within Asia Pacific and is uniquely positioned to comment on the regular changes affecting our businesses, especially among the emerging markets.
After Dover Corporation acquired Tokheim and Wayne in 2016, it formed a new operating company called Dover Fueling Solutions. Richard is now focused on delivering end-to-end (E2E) solutions to the downstream market with his joint roles as managing director for OPW and DFS in Asia Pacific.
Richard has a bachelor’s degree in economics from Chung Hsing University, a master’s degree in business administration from Northeastern University, and a master’s of information systems degree from Boston University. He is currently based in Shanghai, China managing the Asia Pacific operation for the Fueling Solutions operating segment in Dover.
