Angela Harbin is an experienced leader in housing and community development, currently serving as the Executive Director of Downstreet Housing & Community Development since May 2022. Prior roles include Vice President at MM Development Advisors, Inc. and Regional Vice President of Housing Services at Volunteers of America Upstate New York. Angela's career also encompasses a tenure as Director of Housing and Support Services at Cascade AIDS Project and Director of Housing Operations at Innovative Housing, Inc. Angela holds a Master of Business Administration from Portland State University and a Bachelor of Science in Anthropology/Sociology from Eastern Oregon University.

Why We Serve Vermont is experiencing an affordable housing crisis, and we work everyday to address the need for safe and stable housing across our service area. Who We Serve We serve the people who live and work in our communities and make them strong: teachers and nurses; construction workers and bus drivers; hospitality workers, and customer service specialists. Where We Serve We are based in Central Vermont with a service area that spans Washington, Orange, and Lamoille counties. We work collaboratively with municipalities and partner organizations throughout the state to develop and sustain successful housing programs and services for a strong and healthy Vermont. How We Serve We build and rehabilitate multifamily homes for low- to middle-income earning families and individuals. Our property management and maintenance services ensure that our rental properties are safe, stable, and permanently affordable. Our Homeownership Center offers low-interest loans to homeowners for critical home repairs, provides education and financial guidance to prospective homebuyers and offers a down-payment assistance program to allow more Vermonters to become home-owners. We manage the Support & Services at Home (SASH) program for Central Vermont, providing individualized, on-site support to older and disabled Vermonter so they can continue to live independently in their homes.
