Boele Staal began their work experience in 1991 as a member of the D66-fractie in the Eerste Kamer der Staten-Generaal. Boele held this role until 1998. In 1998, they became the Commissaris van de Koningin at Provincie Utrecht, a position they held until 2007. In 2007, Staal joined the Nederlandse Vereniging van Banken as their President. Boele held this role until 2010 when they returned to the Eerste Kamer der Staten-Generaal as a member of the D66-fractie.
Boele Staal attended the Nederlandse Politie Academie, where they completed a Politie-opleiding (officiersexamen) in an unspecified year prior to 1970. Boele then enrolled at the University of Groningen and pursued studies in Nederlands Recht, Staatsrecht en bestuurskunde, completing their degree in an unknown year before 1972. Afterward, they furthered their education at Utrecht University, focusing on Nederlands Recht, Staats- en administratiefrecht, where they attained a degree, denoted as "mr.", between 1972 and 1975.
