We can create large presentation sites (including admin interface) in a matter of days. We have good experience working in Java (Spring, Hybernate, XML-RPC). We have a mix of local and international customers. We have outsourced to clients in Canada, Germany, Norway, Ireland, France, Bulgaria and, of course, Romania. We do prefer long-term commitments, and many of our clients have found this to be a win-win situation. Long-term commitments means lower rates, stability and a higher level of commitment.
