Paul Miller

Paul Miller serves as the Head of Operations and Programmes at East Midlands Freeport since July 2023. Prior to this role, Paul was the Head of Deeper Devolution at the Department for Levelling Up, Housing and Communities, focusing on negotiating 'Trailblazer' devolution deals with Greater Manchester and West Midlands. In the Cabinet Office from November 2019 to November 2022, Paul held several positions, including Head of Economy and Spending, where the goal was to enhance the UK Government's investments in the nations, and Team Leader for Projects and Operational Readiness, ensuring preparedness for the EU transition. Paul has also worked at the Ministry of Housing, Communities and Local Government, leading the design of the UK Shared Prosperity Fund, and previously served as a Policy Adviser focused on financing local economic growth. Educationally, Paul holds a BA (Hons.) in History from The University of Sheffield.
