Donetta Murphy has extensive experience in the field of public safety and homeland security, serving as the Homeland Security Coordinator and Public Safety Manager at the East Texas Council of Governments since June 2007. In this role, Donetta administers and manages the Homeland Security Grant for the ETCOG region, oversees the 911 addressing area, and manages the Public Safety Budget. Prior to this position, Donetta worked as a 9-1-1 Systems Analyst at ETCOG from April 2002 to June 2007, focusing on budgets, billing, contracts, wireless and VoIP testing, and PSAP monitoring. Donetta holds a degree in Homeland Security from Central Texas College, completed between 2011 and 2013.

We serve as the bridge between federal, state, and local governments, helping cities and counties solve challenges and impact the future regionally. Established in 1970, ETCOG, either directly or through its contractors, provides programs and services for East Texas seniors, employers, and job seekers. ETCOG and its contractors also build the 9-1-1 emergency call delivery system, provide peace officer training and homeland security planning services, and deliver rural transportation services, business finance programs, and environmental grant funding for the region. We serve Anderson, Camp, Cherokee, Gregg, Harrison, Henderson, Marion, Panola, Rains, Rusk, Smith, Upshur, Van Zandt, and Wood counties.
