Rupert Waters

Rupert Waters currently serves as the Economy & City Centre Lead at Oxford City Council since June 2025. Prior to this role, Rupert held the position of Economic Development Manager at East West Railway Company from May 2023 to June 2025 and worked as an Economic Development Contractor from May 2020 to May 2023. Rupert's academic contributions include serving as an Honorary Research Fellow at the School of Business, Economics and Informatics, Birkbeck, University of London, from March 2012 to June 2025. Previous experience encompasses roles such as Head of Economic Development at Heathrow, Research Associate at Oxfordshire Economic Observatory, and Head of Economic Research at Buckinghamshire Local Enterprise Partnership, among others. Rupert holds a BTP in Town Planning from The University of Manchester and an MA in Human Geography from the University of Aberdeen.
