David Glasser

David Glasser is an accomplished financial professional with extensive experience in public finance and administration. Currently serving as the Controller at EBMUD since November 2023, David oversees financial operations for a major water, wastewater, and energy provider. Prior roles include Director of Finance for the City of Martinez and the City of Albany, where responsibilities encompassed managing financial operations and transitioning software systems. David also held positions such as Director of Administrative Services for the City of Union City, Finance Manager at the Bay Area Air Quality Management District, and Principal at WJ Public Finance. Additional experience includes senior roles at Jesup & Lamont, Bank of the West, Alameda County, and the City of San Jose. David holds a Master of Public Administration and a Bachelor’s degree in English from the University at Albany.
