Educational Service District 112
Kathy Whitlock leads a staff of education experts in the areas of professional development, STEM, Prevention, and student services. In her role, she works collaboratively with ESD 112 school districts, the state’s other eight ESDs, and OSPI to help close the opportunity gap. She joined ESD 112 in 2012 after serving students as a Title I Reading Specialist, classroom teacher, School Improvement Coordinator, building administrator, and Superintendent.
Kathy currently leads and supports the 112 regions for Assessment, Career & College Readiness, Educator Effectiveness, Learning & Teaching, Special Programs, System & School Improvement, and Student Supports across the K-12 spectrum. She also currently serves on various statewide committees that are focused on school improvement, equity, and educator effectiveness. She holds her BS from Texas A&M and her Master’s in Education from Concordia University. She is in her eighth year at ESD 112.

Educational Service District 112 is one of nine statutory regional service agencies in the state of Washington. Created by the legislature 50 years ago, ESDs ensure equitable educational opportunities for all students—urban and rural alike. ESDs are an essential partner in the efficient operation of Washington’s 295 school districts and provide millions of dollars in services to schools through cooperatives, trusts, and competitive state, federal and private funds.
