Jackie Arroyo Butler

Jackie Arroyo Butler is a seasoned professional with extensive experience in policy advising, operations management, and community outreach within the healthcare and economic development sectors. Currently serving as a Senior Policy Advisor for El Paso County since August 2022, Jackie previously held roles including Sr. Director of Operations at the Medical Center of the Americas Foundation, where initiatives focused on workforce development and healthcare projects. As U.S. Director for Bio El Paso-Juárez, Jackie played a key role in establishing an industry association to enhance the medical device manufacturing sector. Prior positions include Director of Promotion & People at the Medical Center of the Americas Foundation and Vice President of Government Relations at the Greater El Paso Chamber of Commerce, where Jackie managed high-profile events and policy analysis. Jackie holds a Bachelor of Arts in Political Science from Vassar College and a Master of Business Administration from the University of Texas at El Paso.
