Jennifer Barr serves as the EPWater Conservation/TecH2O Center Manager at El Paso Water since October 2022, overseeing water conservation programs and the TecH2O Water Resources Learning Center. Additionally, Jennifer holds the position of Principal at Desert Elements Landscape Design, LLC since December 2007. Educational qualifications include a Bachelor of Science in Ornamental Horticulture from New Mexico State University and multiple Bachelor of Arts degrees in International Relations and Affairs from The George Washington University.

El Paso Water is a non-profit, public utility that serves the city of El Paso. Families, businesses and our community depend on us to deliver reliable, quality and sustainable water, wastewater, stormwater and reclaimed water services. Our desert city is blessed with three sources of water – the Rio Grande and two aquifers. Decades ago, El Paso Water had the foresight to begin exploring and pursuing innovative water supply options – reclamation and reuse, conservation and education, and desalination.
