Jay Morrison serves as the Chief Legal and External Affairs Officer at ElectriCities of NC, overseeing all legal matters and providing counsel on corporate legal strategy, communications, government relations, and compliance. Prior experience includes over two decades at the National Rural Electric Cooperative Association, where Morrison led a team focused on federal and state utility regulation, representing numerous electric cooperatives on various policy issues. Previous roles also encompass positions at Paul Hastings, where representation before Congress and regulatory agencies occurred, and as Counsel for the United States Senate Labor and Human Resources Committee. Judicial experience includes clerking for Judge Randolph at the United States Court of Appeals. Educational credentials include a JD from Harvard Law School, an MPP from Harvard Kennedy School, and certificates from the Center for Creative Leadership and the University of Maryland Global Campus.
