Ryan Brooks serves as the Executive Vice President of Government Affairs for Outfront Media where he oversees an internal government affairs team of 11 and over 70 contract lobbyists nationwide.
Under the Obama Administration he was appointed to the Industry Trade Advisory Committee on Services and Financial Industries (ITAC 10) and was re-appointed under the Trump Administration. In this role, he provided detailed policy and technical advice and recommendations to the Secretary of Commerce and The United States Trade Representative regarding trade barriers, negotiations of trade agreements, and implementation of existing trade agreements affecting industry sectors; and performed other advisory functions relevant to U.S. trade policy matters.
In 2003, Ryan was appointed by San Francisco Mayor Willie Brown, Jr. to the San Francisco Public Utilities Commission (SFPUC) and re-appointed by Mayor Gavin Newsom in 2004. He served as the Vice President of the Commission in 2006 and served as the Commission President in 2007. Ryan served as the Director of Administrative Services for the City and County of San Francisco under the appointment of Mayor Willie L. Brown, Jr. In that role, he was responsible for policy and planning for 14 city departments, various city programs, over 300 employees, and a budget of $94.6 million dollars. Prior to that, Ryan was the Director of Community and Public Relations for the United States Navy from 1996 to 1998, overseeing public policy for one-third of the base closures in the United States.
In his public service roles, Ryan was appointed by Governor Schwarzenegger in 2008 to the California Board of Pharmacy and he was re-appointed to an additional 4-year term in 2010 and again in 2016 by Governor Jerry Brown. Mr. Brooks is a former member of the New Motor Vehicle Board and a former member of the Little Hoover Commission. Ryan is currently a member of the California Medical Board, appointed by Governor Gavin Newsom in 2021.
