David Carlisle has a diverse work experience spanning from 2003 to 2018. David has held roles such as Vice President of Policy and Regulatory Affairs at Elliptic since October 2018. Prior to that, they were an Associate Fellow at the Royal United Services Institute starting in April 2017. From April 2017 to October 2018, they worked as a Consultant at FINTRAIL. As an Independent Contractor from February 2012 to October 2018, they worked as a Financial Crime Consultant. Earlier in their career, from March 2010 to December 2011, they served as a Policy Advisor at the US Treasury, Office of Terrorist Financing and Financial Crimes, where they advised senior officials, drafted written briefings, and engaged with the private sector. David also worked as an Analyst at the US Treasury, investigating financial networks and delivering presentations on political and economic trends from August 2007 to April 2010. Additionally, they had roles as a Research Assistant at the Bipartisan Policy Center in 2007 and a Graduate Fellow at the US Treasury in 2007. David began their career as an English Teacher at the Rolino School of Languages in 2003.

David Carlisle completed their education with a BA in History from Virginia Tech, where they studied from 2000 to 2003. David then pursued a master's degree in International Relations at the Johns Hopkins School of Advanced International Studies (SAIS), which they attained from 2005 to 2007. In addition to their academic achievements, David also obtained certification in Cryptoassets from ManchesterCF Financial Intelligence's FIU CONNECT program in May 2021.
