Ralph Mobley

Ralph Mobley, Jr. is a seasoned professional in land development with extensive experience spanning over two decades. Currently involved with Elm Street Development since May 2023, Ralph specializes in various types of community development. Previously, Ralph served as Director of Business Development and Business Development Manager at Muller, Inc., where Ralph focused on site construction services. As President of RFM Development Services, LLC, Ralph managed operations and negotiated contracts in land development consulting. Ralph also held the position of Vice President of Land at Mitchell & Best Homes, overseeing comprehensive construction permitting and land development processes. Early career experience includes serving as Planner II for the City of Frederick, MD, where Ralph reviewed land development applications. Ralph holds a Master's degree in Geography & Environmental Studies from Shippensburg University and a Bachelor's degree in Nuclear Medicine from Wheeling University.
