Romain Loubeyre has a diverse work history, starting with their role as a Legal Intern at SCOR in 2011. Romain then went on to work at the Space Generation Advisory Council as a Co-executive Secretary, followed by a position as a Researcher at the Institut du droit de l'espace et des télécommunications. In 2010, they also worked as a Visiting Researcher at the Space Policy Institute, George Washington University. From 2011 to 2017, Loubeyre worked at elseco as a Legal Counsel, where they later transitioned to becoming a Space Underwriter until 2023. During this time, they also held the position of Chief Operating Officer at elseco Limited from 2018 to 2020. In 2020, Loubeyre became the Managing Director at ATOM Insurance. Currently, since 2023, they are the Chief Operating Officer at elseco. Additionally, they had an internship experience at the General Consulate of France in Thessaloniki in 2009, where they were involved in various consular activities and provided legal advice.

Romain Loubeyre has a diverse education history. Romain began their studies at the University of Rouen, where they earned a Bachelor's degree in Law in 2009. Romain then pursued a Bachelor's degree in International and European Law at the Aristotle University of Thessaloniki from 2008 to 2009. Following this, Romain attended Paris-Sud University (Paris XI), where they obtained a Master 1 in International and European Law from 2009 to 2010. Romain further specialized in Space and Telecommunication Law by completing a Master Degree II from 2010 to 2011. Throughout their educational journey, Romain also attended various courses, including the ESA/ECSL Summer Course on Space Law and Policy at Universidad de Jaén in 2010 and the Space Systems Engineering Course at the University of Southampton in 2015.
