Manuel Garcia, CAPM, ITIL, CTT, DTM has over 40 years of experience in the telecommunications industry. Manuel began their career in 1980 as Network Operation Manager at Belize Telemedia Limited, where they project managed the installation of towers, radio equipment, and network interfaces for Belize's first wireless AMPS mobile service network. In 1994, Manuel joined MCI Telecommunications Corporation as Senior Engineer/Project Manager, where they designed international connection between MCI DCME facilities in Afghanistan and Pakistan, allocated naming schemes, and inspected cross continental/oceanic cable interconnects in multiple regions.

In 2002, Manuel became Network Operations Manager at Digipro International Services, where they designed LAN and WAN networks, supervised installations, and analyzed test results of network installation. Manuel also debugged and resolved network issues, negotiated contracts, managed on-call roster for restoration services, and conducted employee performance reviews.

In 2003, Manuel joined AT&T as Network Integration Engineer, where they authored a Project Knowledge Plan document, 'Auto-Discovery Broad-Reach Project'. This document was created for the integration of the Tellabs 5500, Lucent DACSII and Alcatel 1630, 1631, and 1677 digital cross-connect devices daily dumps.

In 2004, Manuel joined both T-Mobile and Verizon Wireless, where they served as NOC Subject Matter Expert and Network Engineer, respectively. At T-Mobile, they held numerous positions, including Senior Technical Trainer and Program Manager for the National Technology Training Team. In this role, they oversaw the implementation and migration of new learning management system and knowledge base program.

In 2017, Manuel joined Elucidation, Inc. as IT Project Manager and DigiPro Communications as Consultant - Business Development and Training. Additionally, they held various roles at Toastmasters International from 2016-2017, including Sr. Director at District 50, Toastmasters International, Club Growth Director, Vice President Membership, Vice President Public Relations, President, Chairman, Division Director, Area 65 Director, Assistant Area 65 Director, and Vice President Education.

Manuel Garcia has an extensive educational background, beginning with a Bachelor of Science in Business Management, obtained from the University of Belize between 1991 and 1994. Manuel then obtained a Diploma in Political Science and Government from Georgetown University in 1988. In the same year, they earned a Diploma in Wideband Microwave Radio Install and Maintenance from Harris Farinon Canada - Radio Institute. In 2013, they received a Technical Training Certification from Langevin School, Train-the-Trainer. Manuel also holds an Associate of Applied Science in Electronic Technology and Engineering from Modesto Junior College, and a Diploma in Digital Transmission Engineering from the National School of Telecommunication- Mexico City, Mexico. In addition, Manuel is certified in the Certified Associate in Project Management (CAPM) from the Project Management Institute, obtained in September 2021. Manuel also holds a Distinguished Toastmasters certification from Toastmasters International, obtained in October 2019, an ITIL Foundation certification from ITSM Academy, obtained in September 2016, and a Certified Technical Trainer certification from Langevin Learning Services, obtained in June 2013.
