Carl Engel has worked in a variety of roles in the enterprise architecture space since 2011. Carl began their career as an Enterprise Architect at the California Health Benefits Exchange, where they developed enterprise, business, information and technical architecture, requirements and assessment of vendor RFI's in conjunction with CalHEERS. In 2012, they were hired by the Department of Revenue in Washington as an Enterprise/Technical Architect, where they performed assessments of business applications, technical environments, and information architecture. Carl also presented executive and all staff briefings for Strategic Tax and Revenue systems, and developed target architecture and roadmap for modernization.
In the same year, Carl was hired by the California Department of Health Care Services as an Enterprise Architecture Program Developer, where they established an Enterprise Architecture program and led the development of Enterprise Architecture processes, assessments, project evaluations, development of strategic plans, IT standards, organization and governance development, communications and Enterprise Architecture Definitions used for future project procurements. Carl also worked as an EA Advisor for the Washington Office of the CIO, where they provided EA Consulting Services State-wide, including the delivery of a state IT strategy for the Healthcare segment, as well as the assessment of the State's EA Program.
In 2015, Carl became the Enterprise Architect at the California Medicaid Management Information System, where they helped develop the new Operating Model and target governance model, supported the Organizational change requires to adopt Agile methods, and introduced portions of the PEAF, TOGAF, Zachman, and modeling methodologies. Carl also worked as the CDT Medical Cannibus Task Force, leading the Medical Cannabis Planning Task Force, a cross agency initiative to prepare the State of California agencies for January 2018 regulatory impacts.
Carl is currently the CEO, Servant Leader and CEO, Enterprise Architect at Elyon Strategies, where they create sustainable enterprise designs and offers trusted enterprise advisory and consulting services as well as hands-on leadership for enterprise transformation. Combining 30 years of EA experience and science with the best frameworks, coaching and technologies including: ZACHMAN, TOGAF, PEAF, as wells as change management, governance, risk/reward, and AI/RPA. Carl is also a Professional at Pragmatic EA Ltd.
Carl Engel has a Bachelor of Science in Computer Engineering from California State University, Chico, which they obtained from 1983-1987. In 2011, they obtained an EA Consultant and Trainer certification from Pragmatic EA Framework. From 2012-2015, they obtained a Certification from FEAC in the Zachman Framework. In 2014-2015, they also led EA workshops for Federal, State and private sector colleagues with 1105 Media - Gov EA East. Additionally, they have a Zachman Certification.
