Sunset Bluff Emergency Management, EMD, helps public agencies, special districts, utilities, and public safety partners build emergency management programs that work under pressure and hold up under review.

EMD is the founding Emergency Management Division of Sunset Bluff Services, LLC. The division is built from 30 years of interagency fire and emergency operations experience, including service by Todd Hutchings as a CAL FIRE Fire Captain and Type 1 Hand Crew Supervisor.

That background shapes the work.

Plans should be clear.
Documentation should be defensible.
Recommendations should make sense to the people who have to carry them out.

EMD supports agencies across mitigation, preparedness, response, and recovery.

Preparedness and planning:
Emergency Operations Plans, Continuity of Operations planning, readiness assessments, EOC support, training and exercise support, corrective action planning, and incident management support.

Mitigation and resilience:
Hazard Mitigation Plans, WUI risk assessments, wildfire risk reduction planning, Community Wildfire Protection Plan support, critical infrastructure risk review, and grant documentation support.

Recovery and documentation:
FEMA Public Assistance, HMGP, and BRIC documentation support, debris management planning, Debris Removal Operations Center support, recovery documentation, records organization, and audit preparation support.

Engagements are grounded in FEMA guidance, NIMS-aligned practices, operational documentation, and practical field use. Relevant standards are applied by service area, and deliverables are reviewed for clarity, accuracy, completeness, and release readiness before delivery.

EMD operates under Sunset Bluff Services, LLC alongside the Air Operations Division, AirOps.

Headquarters: Knoxville Metropolitan Area
