Debbie Biggs

Debbie Biggs is an accomplished professional with extensive experience in wastewater management and environmental compliance. Serving as the Director of Operations at Encina Wastewater Authority since March 2000, Debbie oversees the Operations Department responsible for a 43 MGD wastewater treatment plant, solids handling facilities, a cogeneration facility, and multiple remote facilities. Previously, Debbie was the Director of Environmental Compliance at Encina, managing regulatory permitting and reporting. Before joining Encina, Debbie held the positions of Source Control Program Manager and Industrial Waste Control Inspector with the City of San Diego. Debbie earned a Bachelor of Science degree in Chemistry from the University of Missouri-Saint Louis in 1983.
