Mattern James

Mattern James has extensive experience in wastewater management and environmental protection, serving as Operations Manager and Chief Plant Operator at Encina Wastewater Authority since June 2000. This agency, located in Carlsbad, California, is recognized as a leading environmental protection organization in the United States, operating as a Joint Powers Authority with six member agencies.
