Elizabeth (Liz) Maguire brings five decades of leadership in the international family planning and reproductive health and rights field and is the recipient of numerous awards. She had a distinguished career at USAID from 1977–99 where she served during the 1990s as the first woman director of the Office of Population and Reproductive Health, overseeing the largest bilateral donor program in this area for the developing world. From 1999–2015, she was president and CEO of Ipas, an international nonprofit dedicated to providing comprehensive abortion care and advancing women’s sexual and reproductive rights.
Maguire has experience in low- and middle-income countries in all regions, facilitated by strong foreign language capabilities and cross-cultural and diplomatic skills. She has excellent working relations with an extensive network of international NGOs, foundations, governments, and multilateral agencies as well as with leaders and organizations in every region. In her retirement, she continues to serve as a passionate advocate, guest lecturer, mentor, and writer. Maguire also authored an award-winning memoir, Advancing Reproductive Choice: Leading with Conviction and Compassion.
