Paul Hulse currently serves as the General Manager - Integrated Catchment Management at Environment Southland, overseeing operational delivery in biodiversity, biosecurity, land management, river management, consents, compliance, and the Harbour Master Office functions since June 2021. Prior experience includes roles at Environment Canterbury, where Paul held the positions of Zone Delivery Manager and Zone Manager, focusing on the Canterbury Water Management Strategy and resource management compliance. At Christchurch City Council, Paul progressed through several management roles related to social housing and community facilities, leading initiatives for strategic partnerships, stakeholder relationships, and disaster recovery efforts following significant earthquakes. Paul's early career includes experience as Tenancy Relations Team Leader at Wigan & Leigh Housing Company. Paul earned a BA (HONS) in Fine Art from Leeds Beckett University.

At Environment Southland, we actively enhance the experience of living and working in a sustainable region. We are responsible for managing the natural and physical resources of air, land, water and coast for the entire Southland region, which covers over three million hectares from Awarua Point on the West Coast to Waiparau Head on the fringe of the East Coast and includes Stewart Island. As Southlanders, we owe it to future generations to ensure they continue to enjoy the same environmental standards that we presently value. Most human activities have an impact on our natural and physical resources. We all have a part to play in making sure that the resources we depend on for our industries, jobs, recreation and quality of life are not over-used. Twelve democratically elected Councillors are ably supported by more than 150 staff. Councillors must ensure that local needs are met by making decisions and setting the direction for the sustainable use of resources. How do we achieve a balance in the environment? We do this in many ways, through environmental standards, communication, education, and consultation. Our aim is to achieve the right balance for Southland's environment in the most reasonable way possible.
