Shelly is a Senior Associate with Environmental Incentives and the Adaptive Management Specialist Team Lead for the USAID Measuring Impact II project. Shelly has helped to develop and implement seventeen capacity building plans with field offices to improve program design, monitoring, evaluation and learning processes. She has also planned or contributed to the delivery of 60 multi-day workshops, developed training modules and guidance to emphasize the use of data and the application of new knowledge during the planning cycle, and improved operating procedures for work planning, monitoring and reporting to better enable missions and implementing partners to collaborate, learn and adapt.
As an organizational development expert, she has directed the creation and management of capacity building, policy development, and process improvements that enable better program design, monitoring, evaluation and learning for public, private and civil actors. She has extensive experience working with international development leaders and managers in the United States, Africa, Asia, Latin America and the Caribbean to facilitate change management and apply organizational development approaches to increase the impact of community development, conservation, climate change, and economic development programs.
Shelly aspires to catalyze change and innovation in international development through strengthening organizational capacity for design, monitoring, evaluation and learning. Increasing an organizations capacity to learn and adapt will result in more effective programming and ultimately better human outcomes.
