Howard Learner, currently serving as the President and Executive Director at Environmental Law & Policy Center, has extensive experience in the field of environmental law and policy. Howard also works as an adjunct professor at University of Michigan Law School, focusing on Clean Energy Law and Environmental Constitutionalism, and at Northwestern University Pritzker School of Law, teaching courses on Environmental Law and Sustainable Development. Learner previously held positions as General Counsel and Staff Attorney at Business & Professional People for the Public Interest, and as a Fellow at Leadership Greater Chicago. Howard obtained their J.D. from Harvard Law School in 1980 and their B.A. in Political Science from the University of Michigan.

We combine effective public interest litigation with strategic policy advocacy, sound science, and economic analysis. ELPC produces strong results for the environment in the courtrooms, boardrooms, and legislative hearing rooms across the pivotal Midwest states and in Washington D.C.
