Charles Heino, MPA has over 15 years of experience in the water and wastewater management industry. Charles is currently the Regional Director of Operations at EOM, where they oversee water and wastewater operations and compliance for municipal projects in South and North Georgia. Charles manages multiple facilities and systems, serving approximately 100K end users.

Prior to their role at EOM, Charles worked as the Director of Municipal Operations at EOM from 2016 to 2022. In this role, they coordinated operations for various clients and managed a team of approximately 65 employees. Charles was responsible for water treatment, wastewater collections, wastewater treatment, streets maintenance, fleet maintenance, and stormwater management for these clients.

Before joining EOM, Charles worked at Enviroworx Operations Management as a Project Manager/Director of Public Works from 2014 to 2016. Charles managed the public works department for the City of Richmond Hill, GA and coordinated water distribution, wastewater treatment/collections, vehicle maintenance, and street maintenance operations.

Prior to that, Charles held the position of Water and Collections System Manager at Enviroworx Operations Management and served as a System Collections & Distribution Lead Operator/Supervisor at CH2M. In these roles, they managed various aspects of water and sewer operations, including maintenance, repairs, production, and logistics.

Charles began their career at the City of Savannah as a Principal Water Plant Operator, where they gained valuable experience in water plant operations.

Charles Heino, MPA has a strong educational background in public administration and political science. Charles obtained a Doctor of Public Administration (DPA) degree from Valdosta State University from 2013 to 2017 and a Master of Public Administration (MPA) degree from South University from 2012 to 2013. Prior to that, they earned a Bachelor of Liberal Studies (BLS) degree in Political Science from Armstrong State University from 2008 to 2011.

Heino also holds additional certifications in various fields.
