Leonard F. Kowalski

Mr. Kowalski is a licensed Professional Engineer and is currently serving in the position of Executive Engineer for the Erie County Water Authority. Prior to his promotion to Executive Engineer, he served the Authority in the positions of Senior Distribution Engineer and Distribution Engineer since 2012.

Mr. Kowalski has more than nineteen years of engineering experience. Prior to his service at the Authority, Mr. Kowalski served as a Project Manager on various civil, infrastructure, site and hydraulic engineering projects for public and private clients. His work experience included subdivisions, roadway reconstruction with water main replacements, commercial development, hydraulic structure inspections, hydraulic structure analysis and design.

Mr. Kowalski is a graduate of the State University of New York at Buffalo receiving both his B.S. and M.Eng. in Civil Engineering.
