Carol Starkey

Carol Starkey is a Principal Consultant and Biologist at ERM, where responsibilities include program management and leading a team to address natural resource protection and environmental law in California. Prior experience includes serving as Program Manager/Director at JJR Solutions, LLC, where Carol developed critical data governance documents for the US Space Force, and as Lead Scientist at Booz Allen Hamilton, overseeing major R&D projects for the Biomedical Advanced Research & Development Authority (BARDA). Additional roles include research fellow at the US Environmental Protection Agency, naturalist at the Audubon Naturalist Society, and research assistant at Marshall University, where Carol focused on neurobehavioral effects of pesticides. Academic qualifications include a Master’s Degree in Biology from Marshall University and a Graduate degree in Cyber Policy and Management from the University of Maryland Global Campus.
