Wm. Rich Powell has extensive work experience in the field of corrections and law enforcement. Wm. Rich started their career in 1984 as a member of the US Army, where they served for 20 years and retired in 2004. In 2005, they joined Orange County Government as a Major, a role they held until 2018. During their tenure, they demonstrated strong leadership skills and was responsible for managing and overseeing various aspects of the correctional facilities and programs. In 2018, they became Chief of Corrections at the Escambia County Board of County Commissioners. In this role, they are accountable for the overall management of the county's correctional facilities and programs, ensuring compliance with laws, policies, and regulations. Wm. Rich also oversees the activities of management in the Corrections Department and is involved in various personnel-related tasks such as hiring, promotions, and disciplinary actions.

Wm. Rich Powell, MHR, MCJ, MSM, CCE, CJM has obtained a Master of Science (MS) degree in Human Relations from the University of Oklahoma. Wm. Rich also holds a Master of Criminal Justice (MCJ) degree with a focus on Criminal Justice/Police Science from Troy University. Additionally, they have a Master of Science in Business Administration and Management (MSM) from Troy University. In 2016, they completed an Executive Leadership Course in Executive Leadership from FDLE (Florida Department of Law Enforcement).
