James Gemmell

James Gemmell currently serves as the Business Design and Continuous Improvement Lead (Interim) and Organisation Design Lead at Essex County Council, a position held since February 2022. Prior experience includes extensive roles at Cambridgeshire County Council from July 2009 to February 2022, where James co-led the development of the Transformation Team, achieving significant cost savings and fostering strong relationships among stakeholders. Noteworthy accomplishments include managing the Troubled Families programme, successfully implementing the 'Think Family' model, and directing major transformation projects within Children, Families, and Adult Services. James holds a master’s degree in Social Innovation from the University of Cambridge and a BA in Law from De Montfort University, among other educational qualifications. Additionally, prior experience includes a role as a Partner at Cunningtons Solicitors from December 2003 to July 2008.
