Matthew Barnett has over two decades of experience in the field of commissioning and analytics within both public and private sectors. Since February 2006, Matthew has held various roles at Essex County Council, including Head of Strategic Commissioning and Policy, Mental Health Commissioner, and Commissioning Delivery Manager, focusing on the commissioning of adult mental health services in Essex. Prior to that, Matthew gained extensive experience at HSBC, progressing through positions such as Senior Analyst, Performance Team Leader, and Application/Systems Analyst from 1998 to 2006. Matthew holds a degree in Economic and Social History from the University of Liverpool, obtained between 1995 and 1998.
