Tobi C. is a Transformation Executive with over 35 years of experience in redesigning systems, strategy, and culture across both the public and private sectors. Tobi co-founded a youth center in rural Wyoming at age 15, which received national recognition, including a Points of Light award from the White House. Currently serving as the Director of Workforce Services at eSystems, Inc., Tobi leads public-sector modernization efforts and advises state agencies on transformation strategies. With past roles including Administrator at the Wyoming Department of Workforce Services, Tobi has successfully managed multi-million dollar projects and developed innovative programs that enhance operational efficiency and improve community outcomes. Tobi holds degrees in Education/Teaching of Individuals in Elementary Special Education Programs from the University of Wyoming and a Bachelor of Arts in Organizational Communication from Thomas Edison State University.
