Biao "Bill" Chang, Ph.D., currently serves as the Senior Engineering Manager and Head of Risk Machine Learning at Etsy, where they are establishing a team focused on risk and fraud detection. With over 10 years of experience in data science and machine learning, Biao previously held positions at eBay, Centers for Disease Control and Prevention, Capital One, and Credit Karma, leading significant technical initiatives and building advanced machine learning models that delivered measurable business impact. Biao has a Ph.D. in Civil and Environmental Engineering from the Georgia Institute of Technology and is currently pursuing a Deep Learning specialization through Coursera.
