Giovanni Pietro Barbano

Giovanni Pietro Barbano currently serves as the Head of Mission for EULEX Kosovo, a position held since June 2023. With extensive experience in law enforcement, Giovanni has served in various capacities within the Arma dei Carabinieri since September 1980, including roles as Commander of the National Administrative Center and Regional Commander. Previous leadership positions include Director at the Center of Excellence for Stability Police Units, Police Chair of the IAPTC Executive Committee, and President of the European Association of Peace Operations Training Centers. Giovanni's international experience includes command roles with the European Union and European Gendarmerie Force. Educational qualifications encompass multiple degrees in international and diplomatic sciences, military studies, and gender perspectives in military operations from esteemed institutions, including Università degli Studi di Trieste and Sapienza Università di Roma.

EULEX Kosovo was launched in 2008 as the largest civilian mission under the Common Security and Defence Policy of the European Union. EULEX’s mission is to support selected Kosovo rule of law institutions on their path towards increased effectiveness, sustainability, multi-ethnicity and accountability, free from political interference and in full compliance with international human rights standards and best European practices. Within EULEX’s current mandate, which covers the period until 14 June 2023, the Mission undertakes monitoring activities and has limited executive functions.
