Thorsten Luhde

Thorsten Luhde is a seasoned professional with extensive experience in mission support and policy analysis within international organizations. Currently serving as the Head of Mission Support Department at the European Union Monitoring Mission in Georgia since January 2022, Thorsten Luhde previously held the role of Executive Officer at the OSCE from January 2014 to January 2022. Between August 2012 and December 2013, consulting work was conducted on financial management of the Common Security and Defence Policy for the Federal Foreign Office in Berlin, culminating in a report with policy recommendations. Additional experience includes positions at the German Federal Ministry of Finance and the University of Münster, where a Ph.D. was pursued. Thorsten Luhde holds a Master of Arts in European Political and Administrative Studies from the College of Europe and degrees from the University of Münster and Sciences Po Lille.

European Union Monitoring Mission in Georgia (EUMM)

Who We are, What We Do European Union Monitoring Mission (EUMM) in Georgia is an unarmed civilian monitoring mission of the European Union. We were deployed in September 2008 following the EU-mediated Six Point Agreement which ended the August war. Our priorities are: to ensure that there is no return to hostilities; to facilitate the resumption of a safe and normal life for the local communities living on both sides of the Administrative Boundary Lines (ABL) with Abkhazia and South Ossetia; to build confidence among the conflict parties; to inform EU policy in Georgia and the wider region Ever since our deployment we have been patrolling day and night, particularly in the areas adjacent to the ABLs with Abkhazia and South Ossetia. We have around 200 monitors from various EU Member States working on the ground. Our Headquarters are in Tbilisi and we have Field Offices in Gori, Mtskheta and Zugdidi. Our mandate is valid throughout all of Georgia. However, the de facto authorities of Abkhazia and South Ossetia have so far denied us access to the territories under their control.
