Vincent Bertout is an experienced international technical expert with a strong background in governance and urban development. Currently serving at Expertise France since January 2024, Vincent works on the "environnement urbain de Lomé" project in collaboration with the District Autonome du Grand Lomé. Previous roles include serving as a technical expert in N'Djamena, Chad, and as a technical advisor at the Haut Commissariat à la Modernisation de l'Etat. Vincent's earlier experience includes significant contributions at the Ministère des Affaires étrangères et du Développement international, focusing on decentralization and local governance projects. With a doctorate in political science and a master's degree in African studies from IEP de Bordeaux, Vincent also held positions in research and teaching at IEP de Bordeaux and the Centre d’Etude d’Afrique Noire, where research focused on state organization and food policies in Africa.
