Vincent Lecomte

Vincent Lecomte is an experienced legal affairs manager currently serving as the Deputy Director of Legal Affairs at Expertise France since November 2011. In this role, Vincent oversees the public procurement and grants unit, focusing on the management of procurement processes for cooperative projects, standardizing purchasing rules, and providing control, advice, and training in procurement matters. Previously, Vincent worked as a Project Officer in public procurement and PPP, where technical cooperation was emphasized, particularly in strengthening regulatory frameworks and capacity-building in regions such as the Balkans, West Africa, Central Africa, and North Africa. Prior to joining Expertise France, Vincent served as a public procurement buyer for IT services and sustainable purchasing at the French Ministry of Defense from November 2006 to October 2011. Vincent holds a Master's degree in international economics, foreign trade, and logistics from the University of Paris I: Panthéon-Sorbonne.
