Serena M. Powell currently serves as the Executive Director for Fedcap - Serving Maine, a position held since March 2017, where oversight of the largest program and geographic service area in the United States is provided, along with the launch of the Families Forward program aimed at enhancing workforce development services for Maine families receiving TANF. Previously, from September 2013 to September 2017, Serena held the role of Senior Vice President of New England at Fedcap, leading growth strategies and expanding programmatic reach across several states. As President and CEO of Community Work Services from April 2004 to September 2017, significant advancements were made in establishing the agency as a premier workforce development provider. Earlier experience includes a senior graduate lecturer role at Northeastern University and a decade-long tenure as Director of Workforce Development at Morgan Memorial Goodwill Industries. Serena earned an MS in Rehabilitation Counseling from Boston University and a BA in English Literature from the University of Massachusetts Amherst.
