Joy Hilty, MSN, RN, PHN, currently serves as a Quality Assurance Nurse at Tulare County Health & Human Services Agency since April 2018. In addition, Joy is actively involved as a Community Volunteer for Rape Crisis Counseling with Family Services of Tulare County and advocates for ending human trafficking with CA & the World Community. Joy's Community Health Nursing experience emphasizes the prevention of Human Trafficking, focusing on Commercial Sexual Exploitation of Children. Previously, Joy held roles such as Lead Clinical Analyst and RN Informaticist at Alameda Health System and RN Informatics at Kaweah Delta Medical Center. Joy holds a Master's Degree in Nursing Leadership and Management and a BSN in Nursing Administration, both from Western Governors University.

Family Services is a nonprofit organization with the mission to help children, adults, and families throughout Tulare County heal from violence and thrive in healthy relationships.
