Shirley Hixson is a seasoned policy analyst and information specialist with extensive experience in the financial regulatory sector, currently serving at the Farm Credit Administration since June 2003. Prior to this role, Shirley held the position of Director of Administration and Rentals at Colonial Property Management from September 1989 to May 1996, where responsibilities included managing vacation property rentals, liaising with boards and property owners, and overseeing budgeting and public relations. Shirley's efforts led to a tripling of company profits within the first three years as Rental Manager. Additionally, Shirley earned a Master’s degree in Public and International Affairs from the University of Pittsburgh's Graduate School of Public and International Affairs from 2001 to 2003.

The Farm Credit Administration (FCA) is an independent Federal agency that regulates and examines the banks, associations, and related entities of the Farm Credit System (FCS), including the Federal Agricultural Mortgage Corporation (Farmer Mac). The FCS is the largest agricultural lender in the United States. It is a nationwide network of lending institutions that are owned by their borrowers. It serves all 50 States and Puerto Rico. The FCS provides credit and other services to agricultural producers and farmer-owned cooperatives.
