Chief Human Capital Officer (chco) & Director, Office Of Agency Services at Farm Credit Administration

Vonda Bell-SPHR, SHRM-SCP has over a decade of experience in human resources and organizational management. Vonda is currently a Founding Member at Chief, a leadership network for women, since May 2021.

Previously, Vonda served as the Chief Human Capital Officer (CHCO) and Director for the Office of Agency Services (OAS) at the Farm Credit Administration from May 2017. In this role, they were responsible for managing strategic workforce planning, human capital, and administrative services for the agency.

Before that, Vonda held the position of HR Director at the U.S. Census Bureau from October 2014 to May 2017. Here, they oversaw the provision of Human Capital Management services for the Economic and Statistics Administration, including the U.S. Census Bureau and the Bureau of Economic Analysis.

Vonda also served as the Human Capital Director at HUD OIG from July 2014 to October 2014. In this role, they provided policy and operations advice and guidance on various HR matters.

Prior to that, Vonda was the Director of Office of Business Services (OBS) at the U.S. Department of the Interior from August 2011 to July 2014.

Vonda'searlier experience includes serving as the Deputy Director of Human Capital Management at the U.S. Fish and Wildlife Service (USFWS) from October 2009 to August 2011. Here, they managed all functions of human resources and played a key role in creating and contributing to strategic plans and policies.

Overall, Vonda Bell-SPHR, SHRM-SCP has demonstrated expertise in managing workforce planning, human capital, and administrative functions in various government agencies.

Vonda Bell-SPHR, SHRM-SCP has an extensive education history. In 1997, they obtained their Bachelor's degree in Human Resources Management and Services from the University of Alabama in Huntsville. Vonda went on to pursue a Master's degree in HRM from Troy University, completing it in 2002. In 1989, they attended the University of Alabama at Birmingham and studied Accounting.

Vonda also pursued various professional certifications. In 2013, they obtained the Project Management Professional (PMP) certification from the Project Management Institute. The following year, they earned the Senior Professional in Human Resources (SPHR) Certification from HRCI. In 2015, they obtained the SHRM-SCP certification from SHRM Certification.

In terms of further education, Vonda completed a Senior Executive Fellowship at the Harvard Kennedy School in 2015. Additionally, they acquired a Graduate Certificate in Bible/Biblical Studies from The John Leland Center for Theological Studies between 2020 and 2022. Prior to this, they also participated in a Senior Fellowship program at the Partnership for Public Service focusing on Excellence in Government from 2013 to 2014.

The Farm Credit Administration (FCA) is an independent Federal agency that regulates and examines the banks, associations, and related entities of the Farm Credit System (FCS), including the Federal Agricultural Mortgage Corporation (Farmer Mac).
