Fernando Lobo has held a variety of roles in the past 14 years. From 2009 to 2007 they were a Strategy Consultant at Competitiveness, where they developed two strategic plans for public and private investments. Fernando was also an eGov Director at e-Strategia Publica Consulting from 2007 to 2007, leading the team that built the plan to migrate all public services of the State to electronic channels. Additionally, they were a Trainee at Grupo Pão de Açúcar from 2007 to 2007, developing capacity and attitude to work in the Brazilian and international retail market. From 2017 to 2018, they were a Researcher at Instituto de Tecnologia e Sociedade (ITS Rio) in the Blockchain Research Group for Public Interest Applications. During this time, they were also the Country Manager at Blockchain Academy and the Chapter President at Government Blockchain Association. From 2019 to 2021, they were a Customer Experience Associate at Accenture Portugal, and is currently a Manager of Customer Success and Business Analyst at FCB.ai.

Fernando Lobo obtained a Bachelor's degree in Public Administration and Strategic Thinking from FGV - Fundação Getulio Vargas between 2002 and 2006. In 2008, they completed an E-Gov Specialist program from the Organization of American States (OAS). In 2009, they attended Fundação Dom Cabral for a course in Strategy and Cluster management. In 2010, they attended Competitiveness for a course in International Aid and Competitive Advantage. In 2014, they attended Human Rights and Justice Secretary for a course in Public Policy Analysis. In 2017, they attended University of Nicosia for a course in Introduction to Digital Money (MOOC 8) and FIAP for a course in Bitcoin and the Criptocurrencies Hands On - How to buy, invest and protect your digital coins. In 2018, they attended the Ibero-American Leadership School (EILx) for an Advanced Public Leadership Program in Organizational Leadership. Additionally, in 2000 they obtained a VCE from Flinders Christian Community College.
