Kelly Chen

Kelly Chen, MBA, PMP, currently serves as the Joint Resources Council Branch Project Manager and Deputy Program Manager at the Federal Aviation Administration since May 2020, focusing on aviation safety management initiatives. Additionally, Kelly Chen is the Committee Co-Chair for the Federal Asian Pacific American Council (FAPAC) since January 2020. Prior experience includes a role as Senior Program Management Analyst at Noblis from 2014 to 2020, where the focus was on program and financial management for FAA major programs, and as a Program Management Analyst at Tetra Tech from 2009 to 2013, contributing to financial management for the Wide Area Augmentation System program. Educational qualifications include a Master of Science in Computer Science from The University of Texas at Dallas, an MBA from the University of Massachusetts Lowell, and a Bachelor of Laws in International Business from Zhejiang University.
