Senior Counsel To Commissioner William I. Althen at Federal Mine Safety and Health Review Commission

Jason Riley is an accomplished attorney with extensive experience in the Federal Mine Safety and Health Review Commission since March 2010, currently serving as Senior Counsel to Commissioner William I. Althen. In this role, Jason provides legal advice on cases before the appellate panel, preparing detailed memorandums that summarize the record and analyze relevant laws. Prior positions include Attorney Advisor in the Office of General Counsel and the Office of Administrative Law Judges, where Jason drafted various legal documents and conducted substantial legal research. Jason has also worked as Deputy Settlement Counsel, managing the review and drafting of over 1,500 settlements. Educational achievements include a JD from Florida State University College of Law, complemented by programs at Peking University, Soochow University, and the University of Oxford. Jason holds a BBA in International Business and a BA in International Affairs from The University of Georgia.

Federal Mine Safety and Health Review Commission

The Federal Mine Safety and Health Review Commission is an independent adjudicative agency that provides administrative trial and appellate review of legal disputes arising under the Federal Mine Safety and Health Amendments Act of 1977 (Mine Act). Under the Mine Act, the Department of Labor issues regulations covering health and safety in the nation's mines. Federal mine inspectors employed by the Department's Mine Safety and Health Administration (MSHA) enforce these regulations by issuing citations and orders to mine operators. The Commission is concerned solely with the adjudication of disputes under the Mine Act, including the determination of appropriate penalties. It does not regulate mining or enforce the Mine Act. The Commission was established as an independent agency to ensure its impartiality.
