Francis Phillip has extensive legal experience in the financial services sector, currently serving as Deputy General Counsel of Fitch Group and Head of Legal for Fitch Solutions since August 1997. In this role, Francis leads a global regulatory team across New York, London, and Hong Kong, overseeing regulatory matters such as credit rating agency regulations, data privacy/GDPR, and anti-money laundering/international sanctions, while providing strategic advice on commercial transactions. Francis has also served as a Senior Director in the New Assets Group, offering rating recommendations on new and esoteric assets, and previously worked as Assistant General Counsel focusing on asset securitizations. Prior to Fitch Ratings, Francis was an Associate at Simpson Thacher & Bartlett LLP, specializing in corporate law. Francis holds a JD from Harvard Law School, a Master’s in Finance from Baruch College, a Graduate Certificate in Real Estate from New York University, and a BA in Political Science from Columbia University.
