Fred Carter

Fred Carter has held several positions throughout their career. Fred started in 1991 as the Executive Director for the SC Budget and Control Board, where they served until 1999. In 1999, they became the President of Francis Marion University. In 2003, they briefly served as the Chief of Staff for the Office of the Governor - State of South Carolina.

Fred Carter earned a PhD in Political Science from the University of South Carolina between 1976 and 1979.
