Fred Victor
Ahmad Elyas is a public health professional with extensive experience in harm reduction, communicable diseases, and community health. Currently serving as a Public Health Nurse at the City of Toronto since December 2021, Ahmad has also held roles such as Clinic Lead for School Mobile Clinics at Fred Victor and Outreach Team Lead at Scarborough Health Network for COVID-19 initiatives. Previous management experience includes serving as the Harm Reduction Program Manager for the Ministry of Public Health in Afghanistan and as a Counter Human Trafficking Program Coordinator for USAID. Ahmad's educational background includes ongoing Master's degrees in Public Health and Health Quality from the University of Toronto and Queen's University, respectively, in addition to a Doctor of Medicine from Nangarhar University.

Fred Victor is a social service charitable organization that fosters long-lasting and positive change in the lives of homeless and low-income people living across Toronto.
