Jeff Payne

Jeff Payne, P.E. is the Chief Operating Officer and Executive Vice President of Operations - South Central Region at Freese and Nichols. Jeff is responsible for all operations in Texas and Louisiana. Prior to their current role, Jeff held various positions within the company including Deputy Division Manager, Group Manager, and Project Manager. Before joining Freese and Nichols, Jeff served as a Retired USAF Officer (Lt Col) and Air Force Civil Engineer at USAFR. Jeff also worked as an Assistant Director of Maintenance at North Texas Tollway Authority. Jeff holds a Bachelor of Science in Civil Engineering from the United States Air Force Academy and a Master of Science in Engineering & Environmental Management from the USAF Air Command and Staff College.
